WEST CENTRAL INTEGRATION COLLABORATIVE ADVISORY COMMITTEE BYLAWS
Article I
Name of Agency and purpose.
A. The name of this organization is West Central Integration Collaborative (effective August 2002).
B. The Mission of this organization is: To enhance the quality of life for all community residents by 

developing multicultural competent school and community projects that promote inclusiveness,
healthy youth development, and economic growth.
C. The purpose of this organization is:
1. To promote culturally integrated learning opportunities for ACGC, BOLD, KMS,New London-

Spicer, MACCRAY, RCW, and Willmar Public Schools and the citizens of Kandiyohi County.
2. To implement the plan of the West Central Integration Collaborative school and community 

projects as stated to the Minnesota Department of Education, Office of Equity.
3. To promote cultural integration in the education, governmental units, health, and business 


systems for the betterment of the community.
4. To provide health information to the minority population of Kandiyohi County in homes, schools,

businesses, clinics or other community locations. Also, to promote individual, family, and

community health.
5. To provide culturally competent health education to health professionals as well as students,

clinics, and hospitals.
6. To recognize and bring to the attention of appropriate authorities the unmet needs of the

community and participate in planning to meet these needs.
7. To partner with the City of Willmar, Kandiyohi County, and other entities in promoting economic

growth.
8. The organization operates with perimeters as established by the Minnesota Department of

Education, Office Equity.
9. The planning and oversight of this organization will all be approved through granting entity.
Article II
Name of Administrative Committee and purposes.
A. The name of this Committee shall be the West Central Integration Collaborative Advisory
Committee.
B. The purpose of this committee shall be:
1. Advise and consult with partners and/or make recommendations to the West Central integration

Collaborative.
2. Advisory in nature and direct decisions will be made by the entities closest to the projects

and/or programs.
Article III
Membership of Advisory Committee
Section I
Members of the Advisory Committee
A.The Advisory Committee shall consist of no more than 13 members.
B.One third of the members shall be minority persons and/or community members.
C.Included in the membership shall be:
1. Four School Superintendents
2. City Administrator
3. Latino Community Representative
4. Public Health Representative
5. East African Community Representative
6. Native American Community Representative
7. Representative of Area Agency on Aging
8. Jennie-O Turkey Store Representative
9. The West Central Integration Collaborative Director shall be an Ex-Officio member of the

Committee and on all standing committees and special committees without vote.
Section II
Appointment of Members
A. New Members of the committee shall be recruited by the Ex-Officio and Ex-Officio shall fill the vacancies as needed.
Section III
Rotation of Members
A. The West Central Integration Advisory Collaborative Committee will strive to consistency of membership. Vacancies will be staggered to achieve committee continuity. In addition, efforts will be made to have no committee turnover.
Article IV
Officers
A. The officers of the committee shall be as follows: Ex-Officio and Secretary. In the event of resignation of an officer, the committee shall fill the vacancy created. These officers form the executive committee, in which carries responsibility delegated to them by the entire West Central Integration Collaborative Advisory Committee.
Section II
Term of Office
A. Each officer shall be eligible for two consecutive terms. The vice-chair for the remainder of the year fills a vacancy in the chair's office.
Section II
Duties
A.The Ex-Officio shall preside at all meetings of the committee. He/she shall be an Ex-officio member of all the committee, all chairs of standing and special committees and perform also such other duties pertain to the office.
B. The vice-chair shall assume the responsibility of the chair in times of his/her inability to serve.
C. The secretary shall keep the minutes of all proceedings.
Article V
Meetings
Section I
Meeting times
A.Regular meetings of the Advisory Committee shall be conducted by the Director and shall be held at least four times per year.
B.Special meetings of the committee shall be called at eh time by the Ex-Officio, or upon written request of the members of the committee.
Section II
Absenteeism
A. Members who miss two unexcused absences will be replaced.
Section III
Quorum
A. A quorum shall consist of majority vote of those present at any given meeting.
Section IV
Per Diem and mileage
A. Per Diem and mileage shall be provided to members and will follow the current IRS reimbursement rate.
Article VI
Special Committees
A.Generally, committees are taken from the West Central Integration Collaborative
Workgroup members; however, on each committee, there may be a nucleus of
people drawn from the community and or staff from the West Central Integration
Article VII
Bylaws
A. These bylaws may be adopted, amended, or annulled by the majority vote of those present and voting at any regular meeting of the committee provided a written notice of the proposed change has been sent by mall to each member at least five (5) days before such meeting.
